Darryl P. Payne

Mr. Payne is a Certified Public Accountant and serves as Vice President and CFO for Cardinal Management Group, Inc. Mr. Payne has been with the company since 1992. Mr. Payne received his BS degree in accounting from Oklahoma Christian College. Mr. Payne formerly served as the Accounting Manager for Landmark Systems Corporation and has an extensive background in accounting systems automation, software, product development and computers.

Terrence D. “Terry” McGuire

Terrence D. “Terry” McGuire

Mr. McGuire has been a Property Management professional since 1980, with experience in the physical and financial management and marketing of multi-family housing, office and retail space. His eight-year employment with a national management firm gave him additional experience in acquisition, start-up and management transitions of properties in Virginia, Maryland, New Jersey, Pennsylvania and Washington, DC. Property assets managed have exceeded one hundred million dollars with operating budgets up to sixteen million dollars. During this time, Mr. McGuire received and administered extensive training in Fair Housing law and practices.

Mr. McGuire entered the field of community management in 1992 following his experience as a Board member seeing a large community association through its transition from Declarant to Homeowner control.

Mr. McGuire is Senior Vice President, Management - Eastern Division.

Jonathan M. Sucher

Jonathan M. Sucher

Mr. Sucher serves as Senior Vice President of Management, Western Division with Cardinal Management Group, Inc. and has been in the property management field since 1988. He was awarded the 636th Professional Community Association Manager (PCAM®) designation in October of 1994 from the Community Associations Institute. Mr. Sucher is experienced in all phases of property management and has managed a wide variety of communities in both size and construction type from 13-unit commercial condominium to 1,300-unit mixed use communities. He has a depth of experience that includes major disaster restoration, developer turnover, budget preparation and control, and implementation of preventive maintenance programs, supervision of site staff, mentor to managers, and training. Additional past experience includes working in the field of subsidized housing and new construction as well as real estate sales. Mr. Sucher is a lifelong resident of Northern Virginia and resides in Manassas, Virginia with his wife and three children.

Jessica A. York

Mrs. York serves as the Vice President of Accounting for Cardinal Management Group, Inc. Mrs. York has worked in the accounting aspect of the property management field since 2008. She received her degree in accounting from Georgetown University and has worked in various accounting positions since 2001.

Melissa M. Winter

Ms. Winter has worked in the property management field since 2000. She began her career with Cardinal Management Group as a Management Assistant in 2000 and has extensive experience in all aspects of administration. She was promoted to Office Manager in November 2002 and became Director, Corporate Administration in 2008.

Ms. Winter provides oversight of all corporate administration.
